Talent Specialist / Sr. Talent Specialist
(Position level will be determined by selected candidate qualifications)

Hiring Salary Range (annual):
Talent Specialist (EMP03): $59,196.80 (min) - $72,217.60 (mid)
Talent Sr. Specialist (EMP04): $65,104.00 (min) - $79,424.80 (mid)

Type of Position: Full-Time, 40 hrs/week

Position Summary:
The Talent Team is seeking a customer-service oriented Talent Specialist/Sr. Talent Specialist to help source, recruit, and advise new employees at Denver Water. Our recruiters fill jobs throughout the organization – from front-line utility techs to engineers – and partner with the hiring managers to ensure job postings and search strategy are appropriate. This position also counsels internal employees on career opportunities within Denver Water. Denver Water is a civil service public sector entity, so it is important that the person in this position understands and follows all policy and process requirement. Beyond the core recruiting responsibilities, the Talent Specialist/Sr Talent Specialist also participates in job fairs, community outreach, and other special projects to promote Denver Water.

Essential Duties and Responsibilities:

Talent Specialist:
• Partners with hiring manager to determine staffing needs.
• Screens resumes, interview candidates (by phone or in person), administer appropriate assessments, reference/background checking, make recommendations for hire (or not hire) and deliver employment offers for both exempt and non-exempt position openings within an assigned territory.
• Uses traditional and non-traditional resources to identify and attract quality candidates such as career fairs, on-line job fairs, community network events, etc.
• Follows up with candidates and hiring managers to ensure updated information on the interview process status.
• Develops and maintain an excellent relationship with internal and external clients to ensure achievement of staffing goals.
• Works with hiring managers to ensure compliance with all federal/state laws and regulations.
• Manages application/resume file and retention according to company policy.
• Perform related work as required.

Sr. Talent Specialist: In addition to the duties above, the Sr. Talent Specialist also:
• Develops, recommends and implements personnel policies and procedures.
• Acts as mentor and coach for other Talent Specialists on the team.
• Manages vendor relationships and proactively reaches out to community partners as needed.
• Identifies and implements special projects to move the Talent Team forward.
• Leads the charge on education and awareness efforts for internal candidates and hiring managers.

Minimum Qualifications:

Education and Experience

Talent Specialist
• Associates degree with a major in Human Resources, public or business administration, or related field.
• Minimum 3 years of related work experience, including familiarity with Applicant Tracking Systems (ATS), tracking metrics, and ability to use Excel.
• Some public sector experience and in-house recruiting preferred.
• Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities.

Sr. Talent Specialist
• Bachelor’s degree from an accredited college or university with a major in Human Resources, public or business administration, or related field.
• Minimum 5 years of related work experience, including familiarity with Applicant Tracking Systems (ATS), tracking metrics, and ability to use Excel.
• Some public sector experience and in-house recruiting preferred.
• Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities.

Licenses, Registration and Certifications:
• May require possession of a standard driver’s license (ability to obtain within 1 month of hire).
• May require HIPAA Training.
