Job Description: 

Under direction, performs a wide variety of analytical and technical support duties at a professional level in the City Manager's Office, with a focus on Human Resources. Responsible to: research, design, develop, recommend, implement and administer a wide variety of human resources and general administration related functions for the City, including, but not limited to, recruitment and selection, equal employment opportunity, training, employee relations, labor relations, risk management, employee insurance/benefit programs and general administration projects as assigned; maintains confidential employee records and data; and performs other related duties as required.

MIN QUAL: Possession of the equivalent of three years of increasingly responsible professional technical and analytical experience in the areas of human resources and/or benefits administration, and completion of an associate’s degree or two years of college, supplemented by related coursework. Additional professional training in the areas of public sector human resources and benefits administration or a related field is desirable

The position of Management Analyst - HR is an excellent opportunity for a seasoned human resources professional to oversee a comprehensive HR program that includes, but is not limited to: recruitment, benefits administration, performance evaluation, labor relations, employee engagement, organizational development, and risk management. This is a unique opportunity for a self-motivated individual to expand upon current systems, structures, and processes to modernize HR practices in the organization. Upcoming projects include: complete and fully implement the HRIS system and NeoGov programs; development/implementation of citywide training program; upcoming labor negotiations; organizational/staffing assessments for budget preparation; expanding employee engagement efforts.

The ideal candidate will be known for effective interpersonal communications skills working with a diverse workforce at all levels, while providing sound and compliant-based guidance relative to human resources processes. The successful candidate will be comfortable with all details of complex technical work as well as broad-based strategic thinking.
