We are currently recruiting for a Leave Administration Analyst to join our team in Lakewood.
Maximizing operational efficiency is at the top of the priority list at Pierce Transit. We are looking for a seasoned and detail oriented Human Resources professional to step into this important new role. This person will be dedicated to managing attendance and leave use primarily with our service delivery staff and expanding to include the entire organization.

The ideal candidate will be a subject matter expert in this field and will bring hands-on knowledge and experience as it relates to the policies, rules, regulations, laws and best practices related to attendance and leave, benefits, labor contracts and policy development.

Initially reporting to a member of the management team in the Administration Division, the individual selected for this position will work with the Labor Relations Manager and the Human Resources Manager to apply best business practice, analyze current state and project future state, provide analysis and reporting; coaching, counseling, educate and outreach to staff and management and assisting in crafting policies and procedures.

Other important work will include:
•Develop and implement processes for identifying and monitoring departmental leave metrics;
•Extract, manipulate and develop analysis of large data sets;
•Conduct root cause analysis to identify trends and areas of focus;
•Develop presentations from analytics;
•Provide recommendations and strategic guidance based on data analysis;
•Support the development of policies and strategies for lowering employee absenteeism and decreasing costs for the entire agency.

•Monitors employee leave utilization and provides management team and human resources management systems staff with information necessary to manage leave.
•Provides support and confidential consultation to coach Operators and other staff seeking information regarding medical and personal leave.
•Works with management team to plan, develop, and implement leave and related programs to increase the productivity, competence, and effectiveness of the transportation department through reduced costs, fewer missed trips and improved customer service.
•Analyzes reports and results achieved in relation to established goals.
•Recommends new approaches, policies and procedures to work toward improvements in efficiency.
•Coordinates with multiple departments to create technical systems and reports to ensure transportation management team has the information necessary to monitor use of leave.
•Responsible for the development, design, implementation and maintenance of systems that accurately track and measure use of leave and costs associated with leave usage.
•Develops systems/process that identify leading indicators enabling management to proactively make decisions, develop strategies to manage attendance, etc.
•Participates in team projects aimed at improving employee leave performance while reducing costs.
•Researches and provides documentation in response to leave or attendance related grievances.
•Performs data analysis: collects, interprets, analyzes and recommends appropriate metrics.
•Develops systems, procedures and reports to establish benchmarks and measure change.
•Provides reports to management teams relevant to their departments and divisions.
•Forecasts leave usage in support of budget development.
•Works closely with the Risk Management Department in collecting data relative to on-the-jobs accidents and injuries.
•Provides the management team with the information required to identify appropriate next steps in order to reduce the chances of reoccurrence.
•Tracks outcomes of departmental initiatives, programs and actions.
•Maintains Lessons Learned database.
•Assists with the development and revision of programs based on data analysis.
•Responds to ad-hoc analytical requests from stakeholders.
•Coordinates with other human resources management systems staff to streamline and provide employees with quality services that help them to make informed decisions regarding their leave, benefits and employment.
•Demonstrates regular and reliable attendance

Job Requirements (Optional): 

To be successful in this role the individual selected will have knowledge of:
•Local, State and Federal laws governing attendance and leave including the Federal FMLA, Washington State's Family Care Act, HIPAA, military and other relevant leave laws;
•Workers Compensation, Americans with Disabilities Act, and benefits programs;
•Data gathering, analysis and report preparation techniques using modern office equipment and spreadsheet software;
•Methods and techniques to conduct surveys, analyze data and prepare clear and concise reports.

In addition to the knowledge above, the incumbent must be able to:
•Accurately interpret and apply rules and regulations relevant to human resource management;
•Ensure accuracy through consistent attention to detail;
•Adhere to strict confidentiality requirements;
•Use appropriate and effective communication methods with people from diverse cultural, ethnic and socio economic backgrounds;
•Convey information clearly using presentations delivered to individuals or groups;

•Operate a computer using MicroSoft Office and Windows applications and other computer software programs.

Minimum Qualifications Include:
•Associate's Degree in Human Resources, Business, Public Administration or other related field
•Three (3) years of practical experience applying federal and state leave laws and administering leave programs
•An equivalent combination of education, training, and experience sufficient to successfully perform the essential duties of the job such as those listed above.

•Three (3) years or more experience administering benefits programs
•International Public Management Association (IPMA) - Human Resources Certification or equivalent
