Performs a variety of complex technical and paraprofessional duties in a unionized environment. Conducts surveys and/or research and compiles, analyzes and summarizes data. Prepares a variety of reports. Assists in the development and implementation of City policies. Performs technical and complex duties related to employee benefits, including health, dental, vision, COBRA, section 125, HSA, PEHP, FMLA, unemployment, retirement and disability. Reviews, verifies, edits and inputs personnel/benefit transactions. Develops, maintains, and administers complex record keeping. Maintains employee files. Assist with special projects. Acts as a liaison with payroll, insurance vendors and Labor/Management Health Care Committee. Resolves complex eligibility and pay provisions. Interprets policies, rules, regulations and agreements. Provides direct assistance to department directors, employees, retirees, outside agencies and the general public.
Knowledge of Human Resource policies, procedures, operations and activities; policy development and implementation; developing cooperative associations; and utilizing resources to continuously improve customer satisfaction. Skill in prioritizing work and exercising independent judgment, wisdom, common sense and initiative; managing special projects with little oversight; comprehensive use of analytical judgment and decision-making abilities; compiling data for computer entry; monitoring budget/fiscal expenditures; communicating clearly and objectively. Ability to read and comprehend information from a variety of sources; deal with the practical application of real numbers, fractions, percentages, and ratios; write reports, letters, expositions, and summaries.
MINIMUM REQUIREMENTS: Bachelor's degree in Human Resources, Business or Public Administration or a related field from an accredited four-year college or university plus three to five years of directly related experience. An equivalent combination of experience and education will be considered.
