The City of Virginia Beach is recruiting for a Human Resources Analyst I or II. An HR Analyst in the Staffing & Compensation Division performs a broad range of professional and complex compensation analysis in support of recruitment, retention, and competitive pay practices. Analysts coordinate all hiring, promotional, career progression, classification, and compensation evaluation within his/her assigned departments.
Specifically, individual will research and respond to inquiries regarding policies and procedures and/or human resource policies/actions; conduct interviews and coaching/counseling with supervisors and employees regarding staffing and compensation policies/practices; research relative market data to make recommendations in constructing applicable policies/practices; review transactions and processes to ensure compliance with applicable policy and federal regulations; perform job analysis and job evaluations; develop/revise job descriptions; coordinate recruitment and selection processes for assigned departments; assist in the research and preparation of compensation studies, presentations, and recommendations (for leadership decision making purposes); review and recommend appropriate classifications and reporting structures to assist departments in aligning their people resources with customer needs; create and conduct training related to Staffing & Compensation as needed; and consult with the City Attorney as applicable.
This position will be filled as a HR Analyst I/II. The pay range for the HR Analyst I is $47,373 - $72,732 and the HR Analyst II is $52,292 - $80,284.
Preferences: Bachelor's/Master's Degree in Human Resources, Public or Business Administration and at least 2 years related work experience. Advanced understanding of wage and hour, Federal and State regulations pertaining to staffing and compensation, such as the Fair Labor Standards Act, EEO regulations, and the Americans with Disabilities Act preferred.
HR Analyst I MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to six (6) years in fields utilizing the required knowledge, skills and abilities and associated with such positions as human resources analyst or specialist or generalist. Some positions may require employee to have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
HR Analyst II MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to eight (8) years in fields utilizing the required knowledge, skills and abilities and associated with such positions as Human Resources Specialist or Analyst.
