The City of Torrance invites you to apply for the position of Human Resources Administrator!
The Human Resources Administrator reports to the City Manager and under general administrative direction, plans, organizes and directs the programs and systems to support City Departments which include marketing and recruitment, selection, classification, compensation, benefit administration, organizational development, employment services, employee relations, labor relations and Human Resources Information Systems (HRIS). Human Resources is a division of the City Manager's office and the Administrator exercises direct supervision over a team of 12 professionals including management, professional-level positions, technical and administrative staff.
The Human Resources Administrator represents Human Resources to City management, the City Council, and the community, and is responsible for managing the Human Resources Division with a $2.3 million dollar operations budget. The Administrator will lead the citywide labor relations program, including contract negotiations and dealing with employee groups on all labor relations issues.
The Human Resources Administrator is a member of the City Manager's team assisting in developing and executing long range goals to support the City's strategic plan. Additionally, the Administrator facilitates a partnership with the Civil Service Division to seamlessly implement Civil Service Commission policies related to human resources functions.

Appointments are typically made between the minimum and reference point depending on qualifications.
This position requires strategic visioning and a leadership style that encourages communication, collaboration, staff development, and cross-training in a diverse environment. Essential to the position is a high level of integrity, ability to handle stress, a sense of humor, accepting criticism and dealing calmly and effectively with challenging situations.
Any combination of education and experience that would provide the required knowledge and skills is qualifying.
A typical way to obtain the required knowledge and skills would be graduation from a college or university with a Bachelor's degree in Business Administration, Public Administration, Psychology and six (6) years of increasingly responsible experience in the field of Human Resources including classification and compensation, recruitment and selection, organizational and workforce development, employment services, or employee relations. At least two years must have been at a lead or technical supervisory capacity for a human resources function. A Master's degree in Public or Business Administration, Industrial/Organizational Psychology or a related field is desirable.
