The City of Salem's Benefits Manager position is a critical and visible role in the organization; responsible for administering a comprehensive employee benefit program with emphasis on a self-funded medical insurance program for health, dental, and vision benefits. In this position, you will also lead committees, such as a health and welfare committee, design of a new employee health clinic, in addition to creating wellness programs that motivates staff on the benefits of improved personal health.
The Benefits Manger administers the City's comprehensive employee benefit program and is responsible for developing an employee benefit plans that assist the City in recruiting and retaining employees. The incumbent oversees the self-insured health plans and advises on policies and regulations concerning employee benefits and benefits budget forecasting.
Examples of Work
·Administer comprehensive employee benefit program in compliance with federal and state law.
·Collaborate with actuary and finance to forecast health plan self-insurance funding needs
·Prepare and monitor benefit program budget
•Assists in benefit related labor issues
•Supervise annual benefit open enrollment
•Chair citywide health insurance plan design and wellness committees
•Establish premium rates in consultation with contracted consultants with TPAs.
•Monitor, analyze and forecast claims 20 months in advance.
•Research and recommend cost containment modifications to existing policies.
•Assures compliance with Federal and State laws and collective bargaining agreements relevant to employee benefits.
•Monitor and consult with contracted consultants on insurance issues, TPA costs, services and recommends changes
•Review COBRA and any other rights with employees leaving the City of Salem
