Job Description: 

GENERAL PURPOSE: An employee in this class is responsible for the administration and management of the Orange County Health Insurance programs and other benefit programs for active employees and retirees. The incumbent is responsible for working closely with the County Broker of Record and Health Care carriers in implementing programs and projecting future programs and making recommendations to management. An employee is responsible for administering employee benefits program, including health and dental insurance; retirement; life, supplemental insurances; and deferred compensation retirement plans, and ensuring compliance with all applicable laws and regulations. The work is performed under the general supervision of the Human Resources Director with considerable leeway for the exercise of independent judgment and initiative in work methods. Supervision is exercised over benefit staff and/or other staff as defined by project need. Does related work as required.

CANDIDATE PROFILE: Orange County is seeking applicants with exceptional interpersonal skills with the ability to confidently support the needs of County employees and balance the priorities of County Management. It is expected for the candidate to have extensive knowledge of Federal, state and local guidelines and best practices relating to employee benefit programs and health care administration along with familiarity with principles of modern public administration and planning as it applies to local government. MINIMUM QUALIFICATIONS: Master’s Degree in Public Administration, Healthcare Management or a closely related field and five (5) years of full-time professional work experience in managing healthcare plans, administrating employee benefits and retirement planning as well as direct experience with benefit management systems, including report generation and data analysis OR a Bachelor’s Degree in Public Administration, Healthcare Management or a closely related field and seven (7) years of full-time professional work experience in managing healthcare plans, administrating employee benefits and retirement planning as well as direct experience with benefit management systems, including report generation. Must be skilled in providing excellent customer service and be able to communicate effectively orally and in writing. A candidate must also demonstrate experience in planning and forecasting health care trends and preparing and managing budgets accordingly. Experience as an administrator in a comparably sized County/City is desirable.
