IPMA-HR is now accepting applications for the Ronald Gabriel conference scholarship again this year. The Association will be offering two Ronald Gabriel scholarships to new professionals for the 2018 IPMA-HR International Training Conference. To be eligible for this scholarship, an individual needs to be an IPMA-HR member—either an individual member or a covered staff member (CSM) of an IPMA-HR agency member—and have less than five years of HR experience. The value of each scholarship is up to $2,000, which can be used for hotel, travel, and meal expenses.

IPMA-HR is now accepting applications for the William F. Danielson conference scholarship again this year. The Association will be offering one William F. Danielson scholarship to new HR professionals for the 2018 IPMA-HR Training Conference & Expo. To be eligible for this scholarship, an individual needs to be an IPMA-HR member—either an individual member of a covered staff member (CSM) of an IPMA-HR agency member—and have less than five years of HR experience. The registration fee of the conference scholarship recipient will be waived and $500 will be provided towards hotel, travel and meal expenses.

Recruiting and retaining qualified staff remains the most important workforce issue for the second consecutive year, according to the findings of the 2016 Workforce Trends survey conducted by the Center for State and Local Government Excellence. The survey, which is based on survey responses from the members of the International Public Management Association for Human Resources (IPMA-HR) and the National Association of State Personnel Executives (NASPE), also found that jobs in finance are among those that state and local governments have the most difficult time filling.

🏠 Preliminary Injunction Issued Preventing Implementation of the Revised FLSA Overtime Regulations

The US District Court for the Eastern District of Texas in the case of State of Nevada, et al v. United States Department of Labor et al issued a preliminary injunction enjoining the U.S. Department of Labor from implementing the revised FLSA overtime regulations on December 1st. The District Court concluded that the “significant increase to the salary level creates essentially a de facto salary-only test. Congress did not intend salary to categorically exclude an employee with [executive/administrative/professional] EAP duties from the exemption.” The District Court found that the Labor Department lacked the authority to implement automatic updates to the salary basis threshold. The District Court also decided that a nationwide injunction was appropriate in this case since the regulations apply to all states.
