The International Public Management Association for Human Resources (IPMA-HR), the International City/County Management Association (ICMA), the National Public Employer Labor Relations Association (NPELRA), and the Government Finance Officers Association (GFOA) submitted comments on September 25, 2017 in response to the U.S. Department of Labor’s July 26, 2017 Request for Information seeking public input prior to issuing proposed changes to the salary level test of the Fair Labor Standards Act (FLSA) regulations implementing the exemption from minimum wage and overtime pay for executive, administrative, and professional employees.

The coalition of associations represent thousands of state and local governments and professionals working in city/county management, finance, human resources, and labor relations.

🏠 Number One Issue for Local and State Governments: Hiring and Retaining Staff

Recruiting and retaining qualified personnel was the top priority for 91 percent of respondents to the 2017 workforce trends survey released today by the Center for State and Local Government Excellence (SLGE).  Respondents also rated staff and leadership development (77 and 76 percent) and succession planning (74 percent) as important workforce issues.

🏠 IPMA-HR Joins Amicus Brief in FLSA Case

IPMA-HR joined with several other associations in an amicus brief urging the United States Supreme Court to review the decision of the United States Court of Appeals for the Ninth Circuit in the case of the City of San Gabriel v. Flores. The Ninth Circuit ruled that the any unspent dollars paid to employees as part of a cash-in-lieu of benefits program should be included in the regular rate used for determining overtime under the Fair Labor Standards Act (FLSA).

Succession planning continues to be a top workforce issue identified by state and local human resource officials; however, many organizations have not yet developed formal succession plans. To understand more about the current usage of formal succession planning by state and local governments for workforce management, the Center for State and Local Government Excellence surveyed members of the International Public Management Association for Human Resources. Two hundred ninety-five IPMA-HR members took part in the survey, which was conducted in September 2016.
