Entry-Level Firefighter Test Project

We are currently in the process of updating and re-validating our entry-level firefighter test series.  This is where we need your help.  To continue to improve the quality of the tests from the FF-EL series and their ability to predict job performance, we need agencies to participate in the test validation process.  The steps for participation are described below.  Your agency may choose to participate in one, or both, of the following:

Job Analysis

Current firefighters and their supervisors will review and rate a list of duties performed by entry-level firefighters. Ratings will include the importance of each listed duty to job performance, the frequency with which each duty is performed, and whether the duty is needed upon hire.


We are collected FF-EL test scores dating back to 1994 from agencies who have previously used a test from IPMA-HR’s FF-EL test series.  Once we have received these test scores, entry-level firefighter supervisors from participating agencies must complete a brief performance evaluation for each firefighter whose score has been provided. Each performance evaluation should take less than 10 minutes to complete. The evaluations are completed using a web-based form.

  • And it’s free! A test development and validation project of this scale done internally could cost your agency more than $100,000.  Participation in our test development projects is free.
